An Emperor year is for building something solid enough to stand on. You set the deadline and mean it. You hold the boundary without three paragraphs of apology after. This is the year you become the steady point other people organize themselves around, the calm one when something goes wrong. Structure here is a form of care: it gives your vision a body and turns what you meant to do into something that lasts. You're allowed to lead this year. You're allowed to be the one who decides.
